-> well now to nuclear feeders on the rise
.159 -> again after Russian President Vladimir
.08 -> Putin announced he is planning to store
-> some tactical nuclear weapons in Belarus
.4 -> which is a Russian Ally the move could
.099 -> be the first time since the mid 90s that
.9 -> Russia deploys nuclear weapons outside
.12 -> its borders tactical nukes by the way
.4 -> are not meant to say destroy cities
.619 -> they're used for Battlefield gains
.3 -> concerning nonetheless so joining us now
.46 -> for more on this NBC News White House
.08 -> correspondent Ali Rafa Ali good morning
.119 -> thanks for being here so we know the
.74 -> United States has also been storing some
.08 -> of its nuclear weapons across Europe for
.239 -> quite some time now walk us through this
.52 -> plan that Russia has is it any different
.14 -> than what the U.S is doing
.48 -> yeah guys good morning well since the
.579 -> mid 1990s it's really been a point of
.92 -> Pride for Russia to as you mentioned
.5 -> Only Store its nukes within its borders
.079 -> and now you're seeing President Putin
.579 -> essentially justify this decision by
.219 -> saying it's okay that we do it because
.14 -> the United States also does it and yes
.239 -> that's true the U.S actually stores
.16 -> around 100 nuclear warheads around five
.76 -> different NATO countries across Europe
.86 -> but that is something that President
.78 -> Putin has condemned saying that it
.42 -> violates a nuclear non-proliferation
.64 -> treaty he's condemned that multiple
.68 -> times in the past so the fact that he's
.86 -> flip-flopping here and justifying his
.24 -> decision by equating it to the US's
.64 -> moves at a thirty thousand foot
.439 -> perspective is significant because at
.479 -> its core it's showing that President
.86 -> Putin has reached a point where he is
.799 -> willing to break from tradition and try
.96 -> these new things to tighten Russia's
.479 -> grip around Ukraine guys
.88 -> so Ellie what's the reaction been like
.619 -> from NATO and the United States to this
.42 -> move it's hard to see it as anything
.68 -> other than an escalation
.259 -> yeah NATO responded to this uh this
.84 -> weekend calling it quote dangerous and
.939 -> irresponsible that's something that
.439 -> Ukrainian officials also echoed
.6 -> throughout the weekend one of them
.979 -> likening this to scare tactics and U.S
.979 -> officials are saying yes this is
.72 -> significant if it does happen but
.939 -> they're sort of tamping down concerns
.74 -> because they say they haven't seen
.18 -> evidence of it just yet and they're also
.119 -> remembering some key context here the
.34 -> fact that Russia and Belarus have talked
.8 -> about doing this for some time now so
.78 -> this wasn't all too surprising for U.S
.06 -> officials who have been monitoring every
.86 -> step of this war since it began one of
.5 -> those officials is National Security
.879 -> Council spokesperson John Kirby who
.64 -> reacted to this move yesterday listen
.2 -> here
.94 -> I can tell you that we've seen nothing
.56 -> that would indicate Mr Putin is uh
.84 -> preparing to to use tactical nuclear
.239 -> weapons in any way whatsoever in Ukraine
.94 -> and I can also tell you that we haven't
.56 -> seen anything that would cause us to
.94 -> change our own strategic nuclear
.379 -> deterrent posture
.019 -> so the U.S not changing its nuclear
.76 -> posture for now but it's well aware of
.98 -> the significance this could potentially
.78 -> have especially on the three NATO
-> countries that border Belarus so it's
.58 -> going to be interesting to see if this
.379 -> does happen how the the United States
.18 -> has approach to it changes potentially
.76 -> could we see more Aid packages to
.459 -> Ukraine could we potentially see more
.14 -> sanctions against Belarus or Russia if
.26 -> this does indeed happen you guys
.18 -> yet another development to watch all
.22 -> right Ali Rother thank you
.28 -> thanks for watching our YouTube channel
.319 -> follow today's top stories and breaking
.54 -> news by downloading the NBC News app
